Visualise when the web3.storage is in read-only / maintenance mode as a banner on all pages.

Ideally we should be able to set this without having to re-deploy the site... so we should add an api end point that the website can check... this could piggy back on a stats endpoint that we want to show headline stats on the homepage.

Should also disable the upload feature and the file management options.
