Tooltips trigger without a delay

They are really annoying. Constantly showing up in the style panel now.

I believe this is a known regression, but isn't documented. So here it is :)

I was gettin frustrated in the style panel and recorded this short video to demo it:

Known Repros

Bindings

1. Open bindings
2. Close bindings
3. Hover over a tooltip trigger

Flex

1. Set display flex
2. Open any of the three flex properties that have dropdown
3. Hover over field

Switching windows

1. Engage with top bar like preview
2. CMD tab, wait a few seconds
3. Switch back to Webstudio
4. Hover over topbar
   This one isn't 100% nailed down, but as you can see in the video, the tooltip trigger.
