Clarify when scripts are to be executed when connected into a document #2265

The test 147.html can only pass if scripts are executed only after all the children of the document fragment they came from are inserted into the document, not just at the time of their insertion. This behaviour does not seem to be specified.

Gecko and Chrome both pass that test, Safari doesn't, I don't know about Edge.

148.html also relies on that behaviour.
