Add change log generation when publishing a version

github-changelog-generator will be used for this feature.

Before publishing, make sure you have set a valid GitHub token in the CHANGELOG_GITHUB_TOKEN environment variable. In CI, you can set a secure variable.

To improve the output, from now on, we require that either an issue or pull request be open before committing fixes or new features in master. This concerns team members and contributors with write access.

Issues with no labels or with the “stack overflow”, “not a bug”, “apple bug”, “duplicate”, “question”, “invalid” and “wontfix” labels will be omitted from the change log generation.
