Can't publish a post pending review

Expected behavior

When I publish a post pending review, the posts gets published.

Actual behavior

When I click on "Publish Now" button in the editor the posts gets just updated.

Steps to reproduce the behavior

1. Log in as an admin
2. Open Blog Posts
3. Find a post pending review
4. Click on the post - in other words, open the editor
5. Click on the overflow menu -> Publish Now button
6. Notice snackbar "Post Updated" is shown and the post is still in "pending review" state

Note:
This is happening on develop and release/12.2
but it's NOT happening on the version in Google Play and on the following commit 46f67a876590d3ad3cf47f182407722da8bca33e

Tested on [device], Android [version], WPAndroid [version]
