Adopting a Code of Conduct for Wormhole

This is not to address any specific issue, but to anticipate problems in advance and arm wormhole community members with guidance around how we intend to treat each other as members of this community.

Working on other large open source projects, and with the a vibrant and growing community, I think it's certainly worth thinking about even adopting one of GitHub's templates for conduct. This way, if there are disagreements in our community about how we operate and interact with each other, we have somewhat of an objective center to reason against.

I feel like these types of things generally better adopted before there is some big blow out argument to adopt while things are generally going really well, but it's an important flag in the sand for future contributor candidates to know that we value an inclusive environment for all contributors and value respectful, open, and transparent discourse.

Here's an example of the helper that GitHub provides for projects aiming to adopt a code of conduct that could make this a relatively easy v1.0 of the Wormhole code of conduct.
