Open core ticket to remove edit_theme_options cap from customize.php #10

Since each setting gets registered with the cap that is required to update it, there is no need to gate the whole customizer for a specific capability (edit_theme_options) as well.

This would allow the Customizer to be opened for Contributors, Authors, and other roles who create posts.
