Labels to better organize issues and PRs

I see a lot of PRs that are adding native libraries directly. Given those won't be merge, because we try to have reproducible builds via dockcross, would it be a good idea to add labels like wont merge?

As for the issues, many issues are about missing library for a particular arch/os, we could also have a label like native lib missing.
