some links to tools.ietf.org are broken

I noticed a broken link to
http://tools.ietf.org/html/draft-jesup-rtcweb-data-protocol-04
in xep-0343.

tools.ietf.org is no longer maintained, this recently came up on the ietf-discuss list

This seems to mainly affect drafts and not full RFCs so the impact is limited.
Might be best to not take action yet and see if this will magically get resolved by the IETF folks

or maybe it fixes itself automatically by creating a redirect to datatracker.ietf.org because the link above just started working 😕
