routing rule中 block 设置无效 #1301

实际使用中发现设置了block无效，查看config文件发现block rule被置于proxy和block之下，这会导致一旦匹配到上方规则，则直接进行相应路由。进而导致block 设置无效
但是按照合理预期，block应该是最高优先级的配置
