Initial workflow release

Overview

This release is suppsoed to provide a baseline usable version of the release trigger workflow.

Features

• Check repo vars and secrets
• Query latest release
• Increment version
• Build package
• Create release (draft or publish)
• Update back to develop
• Verify Release (check tag)
