in theia/che environment after trusting a repo and cloning the existing config isn't recognized until Zowe Explorer restarts, this is not easily known to the user.

may be a way to know when the workspace is loaded after activation and kick off the extension refresh.

I believe with the file watcher on the config the users are now prompted to restart the browser to pick up those changes? with the dropping of theia support with v3 do we think this is sufficient to close the issue?
