Add a whl2conda test subcommand that would extend whl2conda install:

  • option to test install commands
  • option to run test scripts
  • option to delete environment at end
  • implicitly generated environment prefix
  • option to read configuration from yaml file including conda recipe test section

This would be a component of an eventual build command (#47).
