[fix] revert commits causing 6.9.6 backwards compatibility errors

• The introduction of [feature] create platform features module for seperation of vendor and platform features #177 and [fix] clean staging environment #178 caused backwards compatibility issues when proposing libra-framework upgrades for release-6.9.6. These changes will require further testing before being introduced into the codebase.
• The default build options had with_src: true which was causing the upgrade to be too large for the upgrade transaction. we have set that to false and do not include src
