Additional block metrics

Description

This PR adds two more metrics to the polybft consensus:

1. chain-head - indicates the latest block number inserted into the blockchain
2. block-counter - can indicate the frequency of blocks being created per time unit.

Changes include

• Bugfix (non-breaking change that solves an issue)
• Hotfix (change that solves an urgent issue, and requires immediate attention)
• New feature (non-breaking change that adds functionality)
• Breaking change (change that is not backwards-compatible and/or changes current functionality)
