Make stake token address as mandatory in certain use cases

Description

Make stake-token flag mandatory in the stake-manager-deploy and the rootchain fund commands in case no test is used for stake-manager-deploy and in case stake tokens need to be minted in the rootchain fund command.

Changes include

• Bugfix (non-breaking change that solves an issue)
• Hotfix (change that solves an urgent issue, and requires immediate attention)
• New feature (non-breaking change that adds functionality)
• Breaking change (change that is not backwards-compatible and/or changes current functionality)
