The main issue I come across is the fact that the program cannot open the source file AMReX_Config.H, and there being no such file present anywhere in my folders.

Could you provide more details? I am not a Windows user. So I am just guessing. Is this Windows Subsystem for Linux? Do you have gcc and GNU Coreutils installed?
Alternatively, you can also try Visual Studio and CMake. I have no ideas on how to use these. But I know some AMReX users are able to do that. And this might give you some hints. https://github.com/AMReX-Codes/amrex/blob/development/.github/workflows/windows.yml.
