Matches config standardization described in #785. This was implemented for PyCue in #972.
CueSubmit already uses the standard
<COMPONENT>_CONFIG_FILEformat, so this just adds support for automatically loading config from~/.config/opencue/cuesubmit.yamlif it exists.
