## Description


This PR adds "* @Agoric/engprodexec" team access in CODEOWNERS file. We want our team ([engprodexec](https://github.com/orgs/Agoric/teams/engprodexec)) to be assigned as code-owners whose review will be required to merge a PR. A use-case specific for external collaborators.
