Add memory label to sce_qc_report process #377

The sce_qc_report process sometimes fails due to insufficient memory. Happily, when the process is retried with more memory, it succeeds. But, to reduce the chances of failure happening on the first try, we should add setup memory specifically to this process w/ mem_8.
