CompatHelper: bump compat for Catlab to 0.16, (keep existing compat) #130

This pull request changes the compat entry for the Catlab package from 0.15 to 0.15, 0.16.
This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry.
It is your responsibility to make sure that your package tests pass before you merge this pull request.

It looks like this is breaking the docs for some reason. @quffaro can you run this down?

These docs have been broken for a long time. It's unrelated to the version bump

This is a fake error, there is another PR to resolve the docs. This looks good!
