Added a functional modifier assignment priority system, made to work if modifiers are supposed to be stacked on top of each other based on the presence of other modifiers
this pr also makes the click handler of buttons public for anyone making roles/abilities that involve forcing other abilities to trigger
just realised i'm also happening to pr addressables into the dev branch because that was the most up to date branch at the time of me making a branch for this feature
