Athenz 1.7.23 release

The Athenz team is happy to announce the availability of v1.7.23 release of Athenz. This release includes the following set of bug fixes and enhancements.

#183 zpu go client
#199 update dependent packages to their latest releases
#201 Allow Service to be created without a public key, and add optional description
#204 add athens-jetty-container binary to the bintray repository
