Layer order is now preserved in states and layers should load in the same order they were saved. Adding/removing layers pushed to a new LayerManagerService class so code is consistent wherever this happens. Layers that are re-added are pushed to the top of the ActiveLayers list so layer order is maintained.

Allow layer reordering with drag and drop in the ActiveLayersPanel.
