[PROTO-1784] Improve existing ddex UI for local dev

Description

• Adds buttons to re-parse releases
• Displays releases with links to new routes which display the XML in the web UI
• Adds users table with a text input + button to add a test user
• Combines the pending_releases and published_releases collections by using a status field

The demo above works, but there are TODOs in this PR and the publisher isn't tested.
