Admin Page: add brief feature description inside "Learn More" button instead of "Learn More" link #6850

Clicking the “Info” icon on the Likes card several cards reveals a “Learn More” link. This seems kind of redundant/unnecessary, since it takes two clicks to reach the actual link to the support doc:

I’d like all of the (i) bubbles to have a brief explanation of things right there in the bubble, and then have the Learn more at the bottom link off to a more detailed support doc.

Let's try to come up with short descriptions for each feature here.
