Let's wire up the new comments count endpoint! This will allow us create accurate pagers (the comment-list endpoint doesn't always return counts), and eventually show comment counts in our labels.

comment-counts endpoint was added to dotcom in r166007-wpcom. Added to Jetpack in Automattic/jetpack#8202.
