Create aztec noir errors page in docs where each error will have an error code. Link to the error description from our noir errors. Ensure that the page does not move so that we keep the links working.

Update: Putting them here is a better idea than having another docs page

* Debugging section with aztec and sandbox errors (moved common errors
into here)
