aztec-cli compile should check Nargo.toml for compatible aztec.nr dependencies #2976

Currently the compile command does not check if the contract dependencies in Nargo.toml are compatible with the current version version of the sandbox. It should do that and inform the developer that their dependencies are out of date and might not run well on their sandbox.
