[CI Environment] Updated 'fetchDepth' for Checkout issue in git 2.3.3

Description

Fix for the bug in issue #1899 - Adding fetchDepth: 0 to configure default checkout options. this currently only effect new pipelines made in azure devops running git version 2.3.3
