temporarily reverts cli version used in runners due to az cli regression.
Azure/login#372
AzureAD/microsoft-authentication-extensions-for-python#127
The fix is done and ready upstream but needs to be released in the az cli which won't happen for ~3 weeks (need az cli release and it to be baked into github runner).
