Fix Service Health notification

Description

Fixes the problem that Service Health alerts are not picked up by alert processing rules. Described in 28832

Changes

• Add action group to the service health alert rule policies, including new parameter for mail address
• Add new parameter to policies in initiative definition

Breaking changes

None

Testing

1. Deployed current (main branch) baseline policies and intiaitives and assigned the service-health initiative.
2. Redeployed policies with policies and intiative changed in this branch -> resulted in no errors.
3. Tested individual policies to ensure that action group was created for each, that mail notfication was configured and that the policy was linked to the action group.
