1.15.1 does not provide wheel for Python 3.12. Bump it. Error log: #29467

Not sure if 1.14.6 is compatible with 3.12. It is stated that cffi 1.16 add 3.12 support: https://cffi.readthedocs.io/en/latest/whatsnew.html

pywin32 should also be bumped to 306.

After making this change, I can run Azure CLI on Python 3.12.4:
