HOTFIX Update Add-AzVmssNetworkInterfaceConfiguration

Description

this fixes issue with Add-AzVmssNetworkInterfaceConfiguration added in: #15177

all the Vmss creation that had network profile set using ‘Add-AzVmssNetowrkInterfaceConfig’ and not creating a OrchestrationMode - Flexible should be failing right now, due to having NetworkApiVersion set by default
