User identities in a new dictionary property

Moving user identities API surface from the list property "identityId" to a new dictionary property named "userAssignedIdentities".

@anuchandy, this change should be independent of that effort. I've asked @dochung4 to follow up with his team to get his changes reconciled into this API version.
