Form recognizer fails to deploy in US Gov and China Clouds because it is trying to generate SAS tokens for accounts that aren't available.

  1. Create storage accounts
  2. Upload assets into locations in the storage accounts
  3. Update *ArmTemplateParameters in smoke-tests.yml file to include these new params

We're making progress on this in all Tier I languages, but are having a few issues getting the tests to finish within our timeout window.

@witemple-msft most of the sovereign cloud tests timeouts are much higher, like 240 minutes. Have you tried this?
