This PR switches from
os-nameback touniversal-user-agentbecause the latter droppedos-nameas a dependency and now works the same on all platforms. A customer was suffering performance issues in azure functions becauseos-nameis usingwindowsReleasewhich is slow (see: sindresorhus/windows-release#16)
