This PR fixes
This PR will improve the Purview integration for Data Factory, Synapse and other Services that are deployed as part of the Data Landing Zone. We will automatically create the managed Private Endpoints on the Managed Virtual Network to push Lineage metadata from Data Factory and Synapse into Purview.
This PR will also use the new Bicep release for the ARM build process.
