[tcgc] set service of og in using time instead of setting time

fix: #1499

previous logic, we set service in compile time, which will cause missing service for the following case, because @operationGroup does not has scope, but @client has scope, which means in compile, we don't know which client to use:

current logic, get service when create sdk package (at this time, we know which emitter and always has a right scope) and set it to the operation group.
