Complete 64-bit Windows installer package

Develop a 64-bit Windows installer package similiar to the 32-bit Windows installer package.

(In [12415]) Rom 18 Apr 2007
- fixes #7: Includes the last remaining files needed to build and
package up 64-bit files for setup. We can now build and create
64-bit windows installer packages.
