Packaged Windows app based on MAUI docs

Based on the MAUI docs, a GitHub actions pipeline for the Weathertwentyone sample app was created. This pipeline was to produce a Windows packaged app: https://learn.microsoft.com/en-us/dotnet/maui/windows/deployment/publish-cli?view=net-maui-8.0
