feat!: Add functions to quantum module and make quantum_functional independent #494

Closes #378 and closes #465.

BREAKING CHANGE: quantum_functional is now its own Guppy module and no longer implicitly comes with quantum.

Looks good to me, a couple of comments for the longer term (and I did a couple of small/local tweaks).

@doug-q this is doing the right thing wrt. angles, right?

ugh. Does CI run formatting on this? I guess it does, so we get an error if we write @owned. Boo.

Having tweaked this doc slightly, I still have to say it'd be good to have some doc as to why we might ever do this without parsing it into a CustomFunctionDef first...
