Localization classes migration

Migrate XCT localization classes to Maui CT.

Classes list:

• LocalizationResourceManager
• TranslateExtension
• LocalizedString

I am willing to take this on myself

@brminnick @pictos Hi, didn't find [Proposal] issues for these classes. Would they be migrated to a different package?

Edit: My bad, missed that it's closed CommunityToolkit/dotnet#312 Closing this issue as well, since TranslateExtension and LocalizedString depend on LocalizationResourceManager

Is there are a way to add this to MVVM toolkit?

at the end where is going to be integrated LocalizationResourceManager to use in MAUI?

We do not have plans to bring it into CommunityToolkit.Maui.
