PR Description
Upgrade to https://github.com/ethereum/c-kzg-4844/releases/tag/v2.0.0 to align with
web3jupgrading as well otherwise there would be conflicts if we upgrade web3j and we are still on the previous version.Required changing the trusted setup to the new format as well as other changes. Mostly borrowed code from PeerDAS branch https://github.com/Nashatyrev/teku/tree/das
