It has been awhile since the project was touched and our conventions for ruby projects have changed since then.
A key one is the standardisation of using ruby 2.4.2 across our projects. Another is the creation of the Defra Ruby Style gem to centrally manage our ruby style rules.
So this change updates the project to match those conventions, which includes layout and content for gemspec and travis config files.
