It has been awhile since the project was touched and our conventions for ruby projects have changed since then. A key one is the standardisation of using ruby 2.4.2 across our projects. Another is the creation of the [Defra Ruby Style gem](https://github.com/DEFRA/defra-ruby-style) to centrally manage our ruby style rules. So this change updates the project to match those conventions, which includes layout and content for gemspec and travis config files.
