Updated RFC text in the README.

Motivation and Context

This section of the README was intended to surface our RFCs to contributors for further comment. If we don't keep it up to date, then we should just axe it.

How Has This Been Tested?

Renders nicely in Github's rich diff

Types of changes

  • Bug fix (non-breaking change which fixes an issue)
  • New feature (non-breaking change which adds functionality)
  • Documentation change (update to the documentation; no code change)
  • Breaking change (fix or feature that would cause existing functionality to change)
