Streaming: Refresh available Broadcastify streams for setup

Request: Refresh the available Broadcastify streams for the user so that new streams can be added without restarting sdrtrunk.

I requested two new streams from Broadcastify and was approved overnight. When opening the dropdown for streams to add, the new endpoints don't show up. I have to close sdrtrunk and reopen it for the list of available streams to refresh (thus killing active streams and resetting the dispatch counts per stream gasp!)

Maybe refresh the list every time the Playlist Editor is opened, or even every time the user clicks the 'Add' button on the Streaming tab. Or add a simple Refresh button under the 'New' dropdown select control, or add a --refresh-- option to the select control.
