What does this PR do?

Fixes #3937
Fixes #4035

Updates TypeScript type definitions to properly support NodeNext module resolution and ESM. It also updates typedoc to silence some low priority vuln warnings. (This is dev dependency only, so would never be installed or used in user environments.)

Motivation

Better support TypeScript and ESM crowd while also appeasing security scanners.
