[ci-visibility] Expose cypress' after:spec handler

What does this PR do?

Some plugins make use of after:spec handler. By exposing this handler to users we give more flexibility to use multiple cypress plugins.

The user will now be able to do:

setupNodeEvents (on, config) {
  require('dd-trace/ci/cypress/plugin')(on, config)
  // Using after:spec directly is now an option
  on('after:spec', (...args) => {
    // do custom stuff
    // and call after-spec at the end
    return require('dd-trace/ci/cypress/after-spec')(...args)
  })
}
