[test visibility] Add configuration flags to auto test retries

What does this PR do?

• Add DD_CIVISIBILITY_FLAKY_RETRY_ENABLED as a kill switch for the auto test retries feature.
• Add DD_CIVISIBILITY_FLAKY_RETRY_COUNT for retry count.
• ⚠️ DD_CIVISIBILITY_TOTAL_FLAKY_RETRY_COUNT will not be added now.

Motivation

Keep up with latest spec.
